Hillrose Market Will Add 159 Homes and a Retail Village to Downtown Roswell
Hillrose Market is taking shape beside Roswell City Hall, with 159 homes, new shops and restaurants, and a public green planned for 2027.

Major local stories and useful updates, once a week.
One of downtown Roswell’s largest construction projects is taking shape across from City Hall, where a former municipal site is being remade as a neighborhood of shops, restaurants, offices and homes.
Hillrose Market will cover about seven acres between Hill and Ellis streets, close enough to Canton Street for visitors to walk between the two districts. The development team is targeting completion in the second half of 2027.
Plans call for 143 rental apartments, 16 for-sale brownstones and approximately 75,000 square feet of commercial space. Six retail buildings will surround a central green, creating a new gathering place a short distance from Roswell’s established restaurant district.
Construction began in early 2026 after The Atlantic Companies secured financing. The company is developing Hillrose through a public-private partnership with the City of Roswell and the Roswell Downtown Development Authority.
A second downtown gathering place
Hillrose is designed to extend downtown activity beyond Canton Street rather than compete with it as an isolated shopping center.
A planned trail connection will give pedestrians a route between the development, surrounding neighborhoods and the Canton Street Historic District. Surface and structured parking, along with valet service planned for the retail district, are intended to accommodate visitors arriving by car.
The commercial plan leaves room for restaurants, shops and service businesses facing the central green. Leasing is underway, but a confirmed roster of opening tenants has not been announced.
Those choices will determine whether Hillrose becomes primarily a residential development with convenient storefronts or a destination that draws visitors from elsewhere in North Atlanta. The development team is seeking restaurant anchors and retailers that reflect Roswell’s character.
The project will also add offices at two prominent locations. A standalone building known as 25 Hill will provide roughly 18,000 square feet of workspace near Atlanta Street. Plans for Station 37, the former Roswell Police Department property, pair ground-floor retail with approximately 11,000 square feet of offices above it.
New homes within walking distance of Canton Street
The residential portion will bring 159 homes to the edge of the historic downtown core.
The 143 rental flats are planned with a clubhouse, fitness center and pool overlooking the green. The Providence Group is developing 16 brownstone-style townhomes for sale. Pricing and sales dates for the brownstones have not been released.
Adding residents is central to the development’s design. People living on the property can support restaurants and shops beyond weekend evenings, while the offices create a daytime customer base. That mix gives Hillrose a different rhythm from a conventional suburban retail center that depends almost entirely on visitors arriving by car.
The project also arrives during an active construction period in downtown Roswell. Southern Post has added apartments, restaurants and retail along Alpharetta Street, while The Chambray is planned as a boutique Hyatt hotel with a rooftop restaurant nearby.
Together, those projects are shifting more housing, hospitality and commercial activity toward the blocks surrounding City Hall.
What happens next
Retail and office leasing will continue while construction moves through 2027. The first tenant announcements will offer the clearest indication of how closely Hillrose will complement Canton Street’s mix of independent restaurants and shops.
The central green, trail connection and on-site parking will also matter to residents who already contend with busy weekends and limited spaces in the historic district.
For now, Hillrose remains an active construction site. The development team anticipates completion in the second half of 2027 at Hill and Ellis streets in downtown Roswell.
