New Apartments Planned at Cumming City Center as Toro Development Breaks Ground

A new residential community is coming to the growing Cumming City Center district. Toro Development Company has begun construction on Overlook, a planned 301-unit apartment community that will become part of the expanding mixed-use destination in south Forsyth County.
The development will add a residential component to the broader Cumming City Center district, a 95-acre project that already includes restaurants, retail shops, walking trails, a large central greenspace, an outdoor amphitheater for events, and a municipal building serving the city. The first apartment homes at Overlook are expected to begin opening in 2027.
Bringing Residents Into the District
The Overlook project is designed to introduce a permanent residential presence within walking distance of the shops, restaurants, and public gathering spaces that now define Cumming City Center.
Plans call for 301 multifamily residences along with amenities typical of newer lifestyle-oriented apartment communities. These are expected to include a resort-style pool, a fitness center, shared outdoor courtyards, a rooftop lounge space, micro-offices and co-working areas, and a dog park.
Developers say adding residents directly into mixed-use environments helps sustain activity throughout the day and evening while supporting nearby restaurants, retailers, and event programming.
John Kelley, managing partner and chief development officer at Toro Development Company, said the apartments are intended to build on the growing energy already present at Cumming City Center by bringing more daily life and foot traffic to the district.
The Vision Behind the Project
Toro Development Company was founded in 2021 by veteran real estate developer Mark Toro, whose career has focused on creating large mixed-use destinations that blend retail, housing, entertainment, and public space.
Toro has long promoted the idea that successful developments function as “third places”—spaces where people gather outside of home and work to socialize, spend time outdoors, and participate in community life. His approach emphasizes walkable public areas, active plazas, and curated mixes of tenants designed to create a sense of place rather than simply a collection of buildings.
Before launching Toro Development Company, he spent decades leading large-scale projects across the Atlanta region. During that time he oversaw or contributed to more than 70 developments totaling nearly 30 million square feet. His previous work includes major mixed-use destinations such as Avalon, Atlantic Station, and Colony Square.
Connections to North Fulton
The company is also behind another large mixed-use project in North Fulton. Medley is currently under development in Johns Creek and is expected to include retail, restaurants, office space, housing, and public plazas designed for community events.
The project reflects Toro’s broader strategy of creating walkable districts centered on gathering spaces and lifestyle programming rather than traditional suburban retail layouts.
Growth Continues in South Forsyth
The addition of apartments at Cumming City Center reflects a wider development pattern emerging across south Forsyth County. New mixed-use districts increasingly combine housing, retail, restaurants, and public space into destinations designed to serve both residents and visitors.
As the City Center continues to expand, the Overlook apartments are expected to help anchor the district as a place where people not only visit but also live.
